  Rose grew up in Bellville, Texas and in 1925 the family moved to Shiner, Texas. She graduated from Shiner High School in 1927 and then went to a business college in Waco, Texas. After graduation, she worked for Southwestern Bell Telephone in San Antonio, Texas for 10 years. Rose was an active member of St. George's Episcopal Church where she served as the church secretary for many years.
